The Bancroft Municipal Utility is requesting qualification-based proposals from engineering firms for a project selected for funding through the Iowa Grid Resilience Fund by the Iowa Economic Development Authority (IEDA). Design may begin immediately by the firm selected through this process.

 

The Bancroft Municipal Utility is requesting qualification-based proposals from engineering firms for preliminary/final design, construction services, and project management. Exact project specifications will be determined through final design and specifications. 

 

PROJECT SCOPE: The proposed project involves installing switchgear and converting 2,675 feet of overhead electric lines to underground for the system’s south town circuit. The project will provide enhanced protective relaying functionality, enable distributed energy resource integration, and create an easier HMI interface for electrical linemen to operate and interrogate. The protective relaying equipment will allow for faster restoration. The new breakers will employ vacuum-interrupting technology, making it more reliable. The conversion consists of installing an underground pipe with electric wire. New pad mount transformers and pad mount switchgear will be installed along the route to provide electric service to customers previously served by the overhead electric system and pole mount transformers and pole mount switches.

 

Proposals to the Bancroft Municipal Utility should include the following information:

  1. Description of experience with federal funding programs
  2. Description of similar projects the firm has successfully completed
  3. Description of organizational capacity to complete all necessary activities, including resumes of all employees who will be or may be assigned to this project.
  4. Description of the anticipated timeframe necessary to complete activities
  5. References from previous clients of related work within the past five years
  6. Description of the firm’s errors and omissions coverage, including amount of coverage

 

Qualifications will be rated based upon the following criteria:

Qualifications necessary to complete project:                                    30 points

Previous work performance:                                                               30 points

Capacity to complete scope of work:                                                 20 points

Experience with the state’s CDBG program:                                                 20 points

Total:                                                              100 points

 

 

A full description of the RFQ is available at the Bancroft City Hall at City of Bancroft, 105 E Ramsey St., Bancroft, IA 50517.  Qualifications must be submitted by 12:00 PM (Noon), Friday, February 14, 2025.  Proposals should be submitted to Bancroft Municipal Utility, 105 E Ramsey St., Bancroft, IA 50517.

Build America, Buy America

This project is subject to the Build America, Buy America Act (BABA) requirements under Title IX of the Infrastructure Investment and Jobs Act (“IIJA”), Pub. L. 177-58. Absent an approved waiver, all iron, steel, manufactured products, and construction materials used in this project must be produced in the United States, as further outlined by the Office of Management and Budget’s Memorandum M-24-02, Implementation Guidance on Application of Buy America Preference in Federal Financial Assistance Programs for Infrastructure.

 

Contractor shall include Manufacturer’s Certification for BABA requirements for all BABA-covered items to be incorporated into the infrastructure project. Contractor shall comply with BABA requirements, including coordination with manufacturers, distributors, and suppliers to correct deficiencies in any BABA documentation.

 

For any change orders, Contractor shall provide BABA documentation for any new products or materials required by the change.

 

Contractor shall designate the responsible parties for determining the final classifications for all project items.
